Inactive features

I can't create FTP accounts and I can't upload files with File manager or Legacy File manager. Why these features are inactive?

There is no error. When I click the "Create FTP account" button nothing happens and when I start to upload files it is the same. Even the page doesn't reload. Seems like I am clicking on empty space.

You should already have a default ftp account. The username and password is the same as your cPanel username and password.

Ok, but why I can't upload files using File manager?
