Hello there, curious question a staff member could help me out with.
In regards to a free or premium account are their any limitations on using the account as a server for a online app of any sorts?
whether it be developed for androids or iphones?

It's a requirement that your Free Hosting account be primarily used for a web site, so no back-end-only accounts on Free. And the only access path you have is HTTP on a Free Hosting account (HTTPS is a possibility only if you use Cloudflare) so you can only talk to a database using a PHP-based API over port 80. Premium is somewhat less restrictive and offers a secure channel (extra cost on month-to-month and yearly; included in the 2- and 3-year plans). Depending on the back end, you may need to use a VPS (the scripting environments on Free and Premium are what they are — PHP on Free; PHP, Perl, and Python 2.6 on Premium — and you can't change them, or use alternate databases, etc.).
