Unable to make folders or files

I would really appreciate some help regarding my website http://zeogs.x10.bz/index.html.
The website was working well until recently when a user alerted me that nothing he works. There were no modifications of the website recently. The problem seems to lie with the ability of the program to make directories or create new files. The program outputs simple error messages but they do not help solve the issue. Another possible manifestation of this problem is that I cannot delete some folders from the web-based File Manager.

Seeing the website is not the problem. When the user input data and runs the script, the error message is output and the directory fails to be created.
For example:
Content-type: text/html Error making Directory ( ../tmp/results/eNMUV_7Aun )
Previously, there were many directories made by this script. Now, even in a different directory, the script cannot create a new directory or even create a file.

I got no issue it just said The target file already exists.

Have you checked the permissions? Have you hit the inode limit?
