You don't have access... 403 Forbidden

Trying to get a script working. Got over most of the issues posted in another thread. However, have new ones that cropped up that I can't figure out. From reading other posts with similar issues, assuming it is a security issue of sorts. At first, one of the pages constantly loaded and reloaded but was able to fix that. Once I got over that, clicked on a link within the page only to get the following:

You don't have permission to access /goptc/site/viewad.php on this server.

Additionally, a 403 Forbidden error was encountered while trying to use an ErrorDocument to handle the request.

Checked that file actually existed and permissions were correct and see no problem there.

An example of one of the links that should come up but instead gets the 403 Forbidden page is:

The page should display a one time only ad within a frame. Wondering if maybe the extended link or the call to the frame script is causing the issue?

The browser can request and view remote content, but if you're getting the remote content and displaying it on your own page, that'll be forbidden as a proxy script. A single external URI as a value to a GET parameter isn't a problem, but what you do with it once you get it can be.
