I have the same problem, After deleting my old site I went to upload my new one and got an error cannot connect so I tried to start cpanel but am getting same error, thought I mite have deleted something that I wasn't suppose to.

I've change from XP to Win 7 and so far haven't had any problems but I've owned and been working on computer since the early 90's so I know aa little bit about them.

I'm using windows 7 because I've found it much more stable than vista but I do have another drive in a removable cradle with XP on it.
