Currently you are not eligible for that. One of the requirements are that you use at least half of the initial space, your usage is way lower then that right now.
Once you use at least half of the initial space you can make a request and we'll review the account to see if you are then eligible. Keep in mind that there's still some restrictions on content types even with unmetered, personal galleries for instance is limited to 500 mb for images and video.
