If you using any PLDT Fixed Line Internet service. It is most likey banned as some customer is abusing the system.
You are not the only one since I use PLDT fixed line. You can also see

I did check all PLDT fixed line like Public internet cafe (this is not advisable using it before the banned because it will lead to a mulitple account suspension), enterprise line (I borrowed access since I know the owner) and Residential (my subcribe line) are not working at all.
Fixed-line here is DSL and FIBER connection.
PLDT mobile/wireles (Smart Mobile) and Globe network is working try those.
