Cannot Login internet connection blocked?

Why im always seing this for over a month now? I even tried in other internet provider, internet cafe or what so ever still the same I cant update my site.. from this message I dont use any of them like vpn or what so ever.

Fortunately, I recognize that you are a Philippine based user due to your mobile screenshot network.
If you using any PLDT Fixed Line Internet service. It is most likey banned as some customer is abusing the system.
You are not the only one since I use PLDT fixed line. You can also see this post too.
I did check all PLDT fixed line like Public internet cafe (this is not advisable using it before the banned because it will lead to a mulitple account suspension), enterprise line (I borrowed access since I know the owner) and Residential (my subcribe line) are not working at all.
Fixed-line here is DSL and FIBER connection.

PLDT mobile/wireles (Smart Mobile) and Globe network is working try those.
