Every file on your site must have to do with the free-hosting Website you put up - free-hosting accounts are not to be used for file hosting service

from the TOS...
File Storage
Hosting accounts may not be used to store backups, personal files, or non-web accessible files. Any files hosted on the account must be directly related to the website the account is intended for. Files over 10MB in size will be automatically removed from non-upgraded accounts.

OK, thanks for the info. Ill just use Google drive to host them.

There is a "software you developed" exception to the file hosting thing. The real problem is that you're distributing a BAT; it would have to be a non-self-extracting archive (ZIP preferable for Windows users, since it doesn't need additional software) to get around the security settings (mod_security) - something your users would have to take additional steps to turn into executable code.

that "exception" is not in the current TOS

Accounts are not to be used for file storage, your account will be permenantly suspended if found to be breaking this rule. Downloads are only allowed on your x10Hosting account if they have to do directly with your website. e.g. you developed custom software and are selling it or giving it away. Accounts may not be used for mirrors, game file hosting, or any other type of file hosting not specified here.

That would be "directly related to the website the account is intended for" is the website is home to the software.
