How often is the Country Restrictions Whitelist/High Risk list being updated?

it says that most recent change was done.... in April 2015, previous one was November 2013 so every two years?

Also, how a country is supposed to prove being worth the privilege of requesting a space on x10hosting if they are not allowed to try and do so?
