New FTP accouts not working

I have created a new ftp account using cpanel of unlimited quota with / directory configuration. But i cannot login with it using smart ftp. I have checked the password and its ok. However i can login with my default ftp account (one that already comes with the account).

It's a little weird but for the usernames they will have to be user@talktech.x10hosting.com

I know its still not working.

Also whenever i am trying to upload a file(even 2kb) the remote server timesout.
