PHP version wont change correctly... (stuck on 5.5.36)

Can someone look into why I cant change the PHP version please?

I'm unable to login to my sites admin page, so have been looking into the error. Apparently I need,

session.use_only_cookies set to 0.

However, when looking at the server to see if I couod check / edit this, I have found for some reason the PHP version (7.x) I set ages back has changed to 5.5.36, and no matter which theme I use, it wont change.

I'm on server x07 (site: phantomvaper.com).

I believe this could be the source of my random "Site wont login" issue (not had problems for around 6 months and I haven't changed anything for at least 2 of those).

I'm also on x07 but with PHP 7.1 and the value for session.use_only_cookies is On (which I guess is 1). I'm under the impression this may not change. I've looked over my PHP Settings and think this cannot be changed.
Unfortunately this is not an issue I want to attempt to duplicate as I like PHP 7.1 with my setup.
