The type of portal you want depends on what you want your site to be. If you're just looking for blogging software/site backend, I would recommend WordPress. If you're looking for a forum package, SMF is a good choice. If you're looking for a whole content management system check out PHP-Nuke. They all have their own features and require different amounts of work to implement.
