Remote MySQL blocked?

Hi,

I have temporarily enabled "Remote MySQL" on my cpanel as I am performing development work which would be quicker using my own SQL tools.

However, despite entering the correct IP address, the connection cannot be established.

Can I inquire whether Remote MySQL or port 3306 is being blocked elsewhere?
