"Resource Limit Is Reached"

I'm suddenly getting the "Resource Limit Is Reached" error, and even though it already says it "temporarily" is "unable to service your request", I just want to double check that it IS temporary and that my site will eventually come back up?

Also, I'm having trouble logging into cPanel. It gets stuck at "Authenticating" and then it gives a session timed out error. When I open it from https://x10hosting.com/sso/main, it takes forever to load.
