Site has 404 Not Found error

While I can access the cPanel and the account is active both of the Urls are showing:

Forbidden
You don't have permission to access / on this server.

Additionally, a 404 Not Found error was encountered while trying to use an ErrorDocument to handle the request.

Any ideas how to resolve would be most helpful.

The 404 just means that there is no custom 403 (forbidden) error page to display. There are a number of reasons why a 403 may be encountered, though, and I don't have high enough access to tell you what the problem may be, so hold on until someone gets back to you.

Hi stevered,

The server is refusing your connection because you appear to be connecting from a blacklisted IP address. Please could you try disabling any proxies or VPNs you may have, and try again? :)

I appreciate the reply thank you.
I have a security plugin for the browser that is new.
You are right, I disabled it and the site works.
Thank you for you kind advice.
