Unable to remotely connect to MySQL?

I'm using the shared IP address for stoli (74.63.233.27) and my MySQL credentials and I can't seem to log onto the server using Navicat 8. I have already added my IP to the remote MySQL Access list.

Does anyone know how to fix this?

For security reasons we do not allow remote MySQL access on our free hosting plans.

Just to add to this, the option is shown in cpanel because it's part of the stuff x10 can't remove from there, but the firewalls x10 has in place forbid external/remote access to mysql, which is why it's blocking it.
