Umm, I'd have to disagree with you thereIn my opinion , anyone who can speak the English language , he can program with HTML
HTML == Common sense .
At least say "anyone who knows American English"!

And it's not easy to convert a visual design layout (in English) into straight line code, for that reason I disagree. Consider this:
"I want box here, with a captioned image and wrapped text; a box just to the left and below with some text; a popout menu here; a translucent background overlapping box with some more text..." etc
Anyone who has actually written HTML for this kind of thing will sympathise - it becomes very awkward, especially as the design often changes after the results are seen on screen. Certainly not just common sense, you need to know HTML and CSS pretty well for the above, plus standards, and browser-specific issues/compatibility. Simple linear pages may be easy enough to rely on common sense and a few tags, but anything more complex does require experience. Having said that I never took any course in HTML and I doubt many professionals/experts have either.
