If you are too lazy or not experienced enough to code a website, consider getting a CMS (Content Management System), like e107, Drupal, Joomla!, etc.
You can make a website in HTML with some templates that you can Google.
If you want a community, you should use PHP and MySQL, but since you don't know much about them, use a ready forum system, like phpBB, SMF, etc.
