Remote MySQL information?

So apparently we can add remote MySQL, or at least that is what it says in my cPanel.
I've added my remote host into the database, but how do I actually use the remote host to connect to the database?
I've got my database name, username, and password, I just need it's location.

Really? Why was I allowed to add a Host into the Remote MySQL section?
That seems a little redundant to allow that and then block remote MySQL.

Just to clarify essellar's last response, we aren't able to actually remove the Remote MySQL button from cPanel, but the block is not actually occurring within cPanel - it's occurring at the network firewall, which prevents non-x10-sourced communication with the MySQL server to help ensure security of the data.
