cgi script issue

lscgid: execve():/home/traytent/public_html/TraytenTech.com/cgi-bin/form-mail2.pl: Exec format error

Is my coding just wrong or is this not support? I tried my error log files but either I don't have access or they are not turned on or something. Any help will be greatly appreciated as I have been googling for hours with no real clues of what the issue is.

The last time I checked, Perl (and every other CGI program type) had been disabled on free hosting due to abuse. Testing a basic "Hello, world!" type script on my free hosting account fails as well with the same error, so I believe the issue is that CGI is not usable at this time.
