404 Error ( VB Install )

Im having a 404 error with a legal copy of vBulletin whats going on?
i have also tried oter forum scripts but my website still displays a 404 error?

when did you sign up? if it was recently i think the signups are going wacko. this is happening to someone trying to install ipb on theirs. Starshine seems to think that their public_html file pulled a disapearing trick.
