If you were using the Site Builder, that's kind of normal. What you see when you're making the page is what your visitors will see, but if you go directly from the Site Builder to your new page, it'll look awful most of the time. It only happens when you visit your own new page; nobody else can see the mess. It's because your browser is trying to use code it "remembers" from the Site Builder on your page when the Site Builder itself isn't actually running. A hard refresh to clear the Site Builder code out of cache will usually fix the problem (so will using a different browser or just waiting for the cache to "age out").
