PostgresSQL data base

I'm trying to create a database with PostgreSQL but every time I try to accessPostgreSQL from my cPanel I get this message: The PostgreSQL server is Currently offline.
If I try to access phpPgAdmin, this tells me that there is a login error, but I can change my password or do anything.

Hello,

PostgreSQL is not supported on free. You need Illuminated at least for that.
