Notice the 3 in

suspension reason code is SPND_RUSAGE3

That means it is his third suspension.
That means he cannot unsuspend himself.
An admin has to unsuspend him.

viru72: Before an Admin will unsuspend you, you have to state that you are trying to correct whatever is causing the suspension.
